A Proposal for Revitalizing the CGIAR System

Paper by the Oversight Committee, distributed at ICW 1993 as background to the report of the committee. It calls for a new vision and strategy statement to be prepared and presented to a ministerial level donor conference to be organized by CGIAR cosponsors in early 1995 that would parallel the Bellagio Conference of 1969 at which the CGIAR was conceived.
