A Possible Expansion of the CGIAR: A Draft Outline of Possible Approaches for TAC and the CGIAR

TAC Chairman Alexander McCalla's paper outlining the approach that might be taken by TAC and the CGIAR in considering possible expansion of the CGIAR by incorporation of presently non-associated centers.
