Minutes of Center Directors Meeting, Washington DC, October 26, 1979. International Testing is discussed and agreement reached on the need of all centers to work more with local quarantine scientists to explain center testing programs and the steps needed to provide healthy material. IIE’s services are discussed and reviewed, post-retirement insurance is recommended, a health insurance contract with Van Breda is initiated. The minutes record concern about increasing reporting requirements that overload centers and a decision is taken to voice this concern to donors. In a meeting with the World Bank representative and the CG Secretariat, directors are informed that donors see the Consultative Group as important and while in agreement with long-term plans are unable to give long-term commitments, future funding will in part come from a shift in bilateral to multilateral funding, leading to growth in restricted core funding and mechanisms for solving donor receivables and the resultant cash flow problems of center. Other issues discussed are patenting and licensing policies, long-term planning, bilateral programs and technical cooperation programs of GTZ and AID
