Proposal on the composition and terms of reference for a permanent Consultative Council made by the Chairman of the CGIAR at the request of the interim Consultative Council. The document discusses the measures taken in the past to create mechanisms to enhance decisionmaking in the CGIAR without eroding consensus management of the system.
