Review of the TAC Secretariat

Report of the team headed by Emil Javier appointed to review the work of the TAC Secretariat. The team also looked at the role of TAC in the CGIAR, and recommended a future review of TAC itself.The document includes a transmittal from the Chairman of the CGIAR, David Hopper, conveying the views of the cosponsors on the report, including the views of FAO.
