The eradication of poverty is at the heart of the Cotonou Agreement, signed in June 2000 between the European Union and the ACP Group of States. It is also the first of the eight Millennium Development Goals, which all 191 UN Member States have pledged to meet by 2015. But who are the poor? Approximately three-quarters of the world´s 1.2 billion extremely poor people live in rural areas, and at least half of them are women. Poverty is not gender-neutral. Women face greater constraints than men in gaining access to, and control of, land, credit, education, health services and technology.
