Critical issues in Caribbean development: Number 1 - West Indian development and the deepening and widening of the Caribbean Community To date, the Conference Heads of the Governments of the Caribbean Community (CARICOM) have accepted many of the recommendations of the West Indian Commission with respect to the strengthening of the Community via the creation of a single market (economic union).
