In the next decade or so drastic changes will be taking place in traditional, well-known national science and research systems. Regional and interregional cooperation, with its limitations, is unlikely to survive in its traditional forms. Countries need to prepare for the future in order to reduce hardship and shorten the transformation to fully integrated economic and scientific systems.
