Transports et insularité en Corse : la continuité territoriale au défi de la libéralisation

International audienceCorsica is a large mediterranean island located 80 km far from the Italian coast and at least 160 km far from mainland France. These distances are not suitable for fixed links and give an irreplaceable role to air and maritime transport. There has been a particular interest from the State for the financing and the pricing of these services, following a principle forged during the 1970s : the « territorial continuity ».Principles of organization initially adopted, which applied only to maritime transport, were based on a strict observance of the principles of the french public service (including the continuity of supply throughout the year), and a tariff alignment with SNCF. The air transport was concerned later (1979), under less restrictive forms ; essentially grants to avoid the imposition of the full price to the inhabitants of the island. This system had subsequently to adapt to several changes more or less favorable to its perpetuation: -regionalization in the early 1980s with the creation of the territorial community of Corsica (CTC) and the establishment of the Transportation Office of Corsica (OTC), who gets the powers previously exercised by the State ;-the liberalization of maritime cabotage on 1 January 1993, any European carrier can operate without restriction any line. Public service contracts remain possible, with a maximum of five years.-liberalization of air transport, coupled with more stringent award of public service contract rules. These must be of short duration (three years) and the number of selection criteria is limited.These changes tend to bring the services to Corsica closer to the common law, while allowing the perpetuation of certain characteristics, particularly in terms of funding. Our analysis also involved the transport of domestic travelers across the island, with an internal railway system (CFC). They do not belong to the national rail network and the competition has been relaunched in 2011, after nearly three decades without calling into question the monopole of SNCF. For the latter, this evolution is of high importance with the prospect of a probable opening of mainland regional networks to competition.La Corse est une grande île méditerranéenne, située à 80 km des côtes italiennes et au minimum à 160 km des côtes françaises. Ces distances interdisent l’établissement de liens fixes et donnent un rôle irremplaçable aux dessertes aériennes et maritimes, qui ont fait pendant de longues décennies l’objet d’un contrôle particulier de l’État assorti de modalités particulières de financement et de tarification, au titre d’un concept forgé dans les années 1970 : la continuité territoriale. Les principes d’organisation initialement adoptés, qui ne s’appliquaient qu’au transport maritime, reposaient sur une stricte observance des principes du service public (notamment la continuité de l’offre à longueur d’année), et un alignement tarifaire sur la SNCF. Le transport aérien n’a été concerné que plus tard (1979), sous des formes moins contraignantes : essentiellement des subventions destinées à éviter l’imposition du plein tarif. Le système ainsi conçu a dû par la suite s’adapter à plusieurs évolutions plus ou moins favorables à sa perpétuation : -la régionalisation au début des années 1980 avec la création de la Communauté territoriale de Corse (CTC) et la mise en place de l’Office des transports de la région Corse, qui reprend les prérogatives auparavant exercées par l’État ;-la libéralisation du cabotage maritime au 1er janvier 1993 : tout transporteur européen peut exploiter des lignes sans restriction. Des délégations de service public demeurent possibles, avec une durée maximale de cinq ans ;-la libéralisation du transport aérien, assortie de règles plus draconiennes d’attribution des contrats de délégation de service public. Ces derniers doivent être de durée réduite (trois ans) et le nombre de critères de choix est limité. Ces évolutions tendent à rapprocher la desserte de la Corse du droit commun tout en permettant le maintien de certaines spécificités, notamment en termes de financement. Notre analyse a également concerné les transports de voyageurs internes à l’île, et notamment les chemins de fer de la Corse (CFC). Ces derniers ne relèvent en effet pas du réseau ferré national, et la SNCF n’y était présente que par la volonté des élus insulaires
