This paper is part of the research grant to develop the components of citizenship competencies with national values and local wisdom teachings as a way to survive and get along with other nations in the 21st Century. Particularly the civic competency components have been developed as a way to evaluate the achievement of teaching Civics which conducted the values in each curriculum (Year 2006 and Year 2013). For that purpose, the study used the research and development model for developing competences in classes Civic Education (PKn) and Pancasila and Citizenship Education (PPKn) in the secondary and senior high schools.
