They are begging for donation to the users of Bojonegoro-Cepu Highway because governmental aids are not yet allocated to them. It is ironic because the stock of aids for disaster survivors is still adequate and stored prominently in BPBD of Kabupaten Bojonegoro. It may be caused by poor management of aid distribution during emergency. Good management of aid distribution during emergency requires coordination of all actors engaged within aid distribution mechanism. Besides coordinating the participant actors, aid distribution mechanism must also meet Operational Standards of Procedures (OSP). So far, distribution mechanism has complied with OSP and considered the functions of logistic management
