Along with the legalization of Regional Autonomy Law of 2004, the development on each district has been authorized by the district itself , including one of which is the development of the population. BKKBN as the authorized institution of now decentralized government is facing a really tough challenges. The differing view and opinion in the local government about the population problem, the lack of competent field instructor, and the questioned commitment of stakeholders on this Family Planning program are some of the problems that have been identified and must be solved quickly by BKKBN. This research is a descriptive study with a qualitative approach. Research results show that The desire can be realized with the strategic commitment of the stakeholders and the executives. The executives should continuously keeping an eye to the strategy so it will be well implemented, A good collaboration and proper administrative coordination between Kabupaten Karanganyar BP3A & KB with other government agencies in the district is neede
