Les géomètres de la sphère administrative : socio-histoire d’un mouvement réformateur internationalisé dans l’entre-deux-guerres

International audienceThis article deals with the emergence, within the Interwar period, of a political project aimed at bringing about an administrative reform based on a science of public administration. This study is also part of the attempt to contribute to the development, at the international level, of a body of mutually recognized intellectual categories. The administrative facts are therefore presented as specific social facts. It is the Administration as a whole – whether it be public or private – which must serve as the object of reform. This administrative reform defends the existence of a new set of professionals in the service of a more centralised and efficient administrative work. The purpose of the reform is both the creation of a new profession as well as a new universal model of administration. The paper pays particular attention to the obstacles faced by the reformers. In the 1930s, the reform fell victim to the geopolitical context which prevented the autonomisation of a real international community centered on the circulation of administrative models and tools.L’article étudie l’émergence, dans l’entre-deux-guerres, d’un projet consistant en une véritable réforme administrative fondée sur une science de l’administration publique. Ce projet se consolide fortement au niveau international à travers la construction de certaines catégories communes. Les faits administratifs sont alors présentés comme des faits sociaux spécifiques. C’est l’administration – qu’elle soit d’ailleurs publique ou privée – dans son ensemble qui doit faire l’objet d’une réforme. Cette réforme administrative défend l’existence de nouveaux professionnels au service d’un travail administratif plus centralisé et plus efficace. La visée est bien la formation des administrateurs mais également la production d’un modèle universel d’administration. L’article revient sur les obstacles auxquels se confrontent de tels réformateurs. Cette réforme s’est notamment heurtée au contexte géopolitique des années 1930 qui a limité l’autonomisation de cet espace de circulation
