Development can also be referred to as a multi-dimensional process involving a wide range of existing resources in an effort to improve the quality of life of the community, which dilakukasn continuously based capabilities in accordance with the existing science and technology and attention to the problems that already exist. In this study discusses an implementation of infrastructure development in the Porong subdistrict of Sidoarjo district affected Lapindo mudflow. Numerous attempts have been made by the government to improve and rebuild the infrastructure to meet the needs of the victims of the Lapindo mudflow. Sidoarjo regent goal is concerned with the safety and convenience of the public, and therefore the government continues to make development and strive to meet the demands of society, so that people do not feel neglected by mpemerintah. And this study used qualitative research where research using interviews and conducting research directly to the study site. With the development is expected the government will continue to memeperhatikan state of society
