LES NOUVELLES RELATIONS MAGYARO-ROUMAINES. QUELLES CONSÉQUENCES POLITIQUES EN ROUMANIE ? RETOURS HISTORIQUES, SITUATION ACTUELLE, PERSPECTIVES.

After having briefly recall the history of the magyaro-romanian relations and outlines the historiographical arguments about the role of various major ethnic groups in the center eastern european space, we will focus on the issue of the legitimacy of the hungarian ethnic group on transylvanian space on summarizing the partisan arguments of different historians. After this necessary work of historical recontextualization, we will discuss the recent political events that took place in Hungary since 2010 with the return to power of Viktor Orban. We will show that the political party elected named Fidesz reactivates occasionally speech around the theme of Greater Hungary and irredentist issues. By impact and in the same movement we will discuss and analyze a set of speeches from various political parties of Romania. We will focus, initially on the official line of the romanian government in response to statements by the Hungarian government and various provocations of different hungarian political groups like the far-right nationalist party Jobbik in connection with the status of the Hungarian minority in Romania (Hungarians in Transylvania, siculian regionalism...). Then we will give emphasis to the reactions of romanian political organizations or metapolitic (Noua Dreapta...) visa -vis of the incantatory calls for unity of the hungarian people launched by the leaders of the above-mentioned hungarian political parties. We show that through these direct verbal interventions or by interposed media, are reactivated identity claims that sign the return in the public debate pan-romanianists concepts of the Corneliu Zelea Codreanu's Legion of the Archangel Michael (Iron Guard), of the military junta of Ion Antonescu but also of the Nicolae Ceausescu national communism. If Viktor Orban seems to limit itself in verbal provocations and symbolical measures, some Romanian and hungarian nationalists reconnect with the ethno-nationalist ideologies of the inter-war years reject cosmopolitanism, internationalism, supranational bodies and find or have already found a new audience with citizens hostile to the rulers of the post-communist era. We also describe the role of the Hungarian Democratic Union of Romania (UDMR) playing a double political partition in Romania. We will see that this multifaceted nationalist resurgence which is even reflected in the moderate political organizations in Romania is the symmetric of discursive orientations outside the country of some Hungarian political parties, and to a lesser extent, inside the country with UDMR party. We hypothesize that the return to power of Viktor Orban in Hungary and political tropism toward nationalist themes is indirectly the founding act of a reconfiguration of the Romanian political spectrum. This mutation-evolution lines ideological battles dominated by a broad anti-Liberal Front protean may presage the end of the post-communist era and, indeed, the gradual marginalization of communist dissidents converted to social liberalism subject to orders of supranational bodies since 1990. In other words, according to underlying trend scenario, some positions of hungarian politicians about hungarian minorities of Romania could herald in response, the marginalization of the ruling Romanian political class in the medium to long-term benefit of new poles of political rally and a new political system mots clés : History of international relations in Central and Eastern Europe, Romanian political parties, Hungarians in Transylvania, Siculian regionalism, Viktor OrbanAprès avoir brièvement retracé l'historique des relations magyaro-roumaines et fait état des querelles historiographiques au sujet de la place des différents groupes ethniques majoritaires dans l'espace européen centre-oriental, nous nous focaliserons sur le sujet de la légitimité de l'ethnie magyare sur l'espace transylvain en résumant les thèses de différents historiens à ce sujet. Après ce nécessaire travail de recontextualisation historique, nous aborderons les événements politiques récents s'étant déroulés en Hongrie depuis l'année 2010 avec le retour de Viktor Orban au pouvoir. Nous montrerons que l'arrivée au pouvoir du Fidesz et le rapprochement idéologique de ce dernier avec certains thèmes propres à l'extrême-droite de type Jobbik réactivent les discours autour du thème de la "Grande Hongrie" et les thématiques irrédentistes. Par incidence, et dans un même mouvement, nous exposerons et analyserons un ensemble de discours émanant des différentes instances politiques présentes en Roumanie. Nous nous attarderons, dans un premier temps sur le discours officiel du gouvernement roumain en réponse aux déclarations du gouvernement hongrois et des différentes provocations de différents groupes politiques nationalistes hongrois en rapport avec le statut de la minorité hongroise de Roumanie (Magyars de Transylvanie, régionalistes sicules...). Puis nous accorderons une large place aux réactions d'organisations politiques ou métapolitiques (Noua Dreapta...) roumaines face aux appels incantatoires à l'unité du peuple hongrois, lancés par les dirigeants des formations politiques hongroises sus-citées. Nous montrerons qu'à travers ces joutes verbales directes ou par médias interposés, sont réactivées de manière aigüe des thématiques nationalistes et des revendications identitaires qui signent le retour dans le débat public des idéaux panroumains, "fascistes" irrédentistes, ultra-orthodoxes de la Légion de l'archange Michel ("Garde de fer") de Corneliu Zelea Codreanu, de la "junte militaire" de Ion Antonescu mais aussi du national-communisme de Nicolae Ceaușescu. Si Viktor Orban semble se limiter à des provocations verbales et des mesures symboliques, des nationalistes roumains et hongrois renouent, quant à eux, avec les idéologies ethno-nationalistes de l'entre-deux-guerres, rejettent le cosmopolitisme, l'internationalisme, les organisations supranationales et trouvent une nouvelle audience auprès de citoyens hostiles à la classe politique de l'ère postcommuniste. Nous décrirons aussi le rôle de l'Union démocratique des Hongrois de Roumanie (UDMR) qui joue une double partition politique en Roumanie et nous verrons que ces différentes résurgences nationalistes sont tout autant présentes dans les partis politiques modérés de Roumanie que dans ceux de Hongrie. Nous émettons l'hypothèse que le retour au pouvoir de Viktor Orban en Hongrie et son tropisme politique vers la "droite nationale" constituent indirectement l'acte fondateur d'une reconfiguration de l'échiquier politique roumain. Cette mutation-évolution des lignes de combats idéologiques dominés par un large front anti-libéral protéiforme annonce peut-être la fin de "l'ère postcommuniste" et, de fait, la marginalisation progressive des "communistes dissidents" convertis au social-libéralisme et soumis aux injonctions d'instances supranationales depuis 1990. Autrement dit, selon un scénario tendanciel, certaines positions de politiciens hongrois au sujet des minorités magyares de Roumanie préfigurent peut-être, par réaction, la marginalisation de la classe politique roumaine dirigeante à plus ou moins long terme au profit de nouveaux pôles de rassemblement politique et/ou d'un nouveau système politique
