This paper offers 3-phase model of a 2-layer wireless vehicular network and presents a model parameters estimation for network evaluation. It is also describe how vehicle movements speed and the number of terminals connected to base stations influences the bandwidth of a 2-layer wireless vehicular network. Overall throughput evaluations of composed network, consisted of two network according to standards IEEE 802.11g and IEEE 802.16, are demonstrated. The mathematical 3-phase models for two layer wireless networks were selected as ones who are to be used for choosing an optimal method for performance evaluation of Short range communication Vehicular network
