Coopérer autrement ? Nouvelles perspectives sur la coopération Sud-Sud agricole entre le Brésil et l'Angola

The main objective of this work is to analyze the South-South cooperation through a project of agricultural technical cooperation between Brazil, FAO and Angola aimed at strengthening Angolan two institutes: the Agricultural Research Institute and the Veterinary Research Institute. The prospect covers Brazil's commitment to South-South cooperation as a "donor", through the principles of cooperation that clearly place the "traditional" cooperation. We also do network analysis of institutional actors mobilized to implement technical cooperation projects in agriculture. The problematic planned to analyze the principles of the Brazilian technical cooperation by showing that systematized procedures in the field while also giving meaning, in different degrees in varying degrees, the actors involved, the actors involved, knowing that sometimes actions can be made "specially" to consider larger targets, referring to the Brazilian external policy. This analysis has as base the parallel between the diplomatic discourse of PEB and perceptions of Brazilian players who integrate the field of international technical cooperation.Le principal objectif de ce mémoire est d'analyser la coopération Sud-Sud au travers d'un projet de coopération technique agricole entre le Brésil, la FAO et l'Angola dont le but est le renforcement de deux Instituts angolais : l'Institut d'Investigation Agricole et l'Institut d’Investigation Vétérinaire. La perspective porte sur l'engagement du Brésil dans la coopération Sud-Sud en tant que « donateur », au travers des principes de cette coopération qui se positionnent distinctement de ceux la coopération « traditionnelle ». Il s’ajoute à cela l’analyse des réseaux d'acteurs institutionnels qui se sont mobilisés pour mettre en place les projets de coopération technique dans le domaine agricole. La problèmatique s’attache à analyser les principes de la coopération technique brésilienne en montrant qu'elle systématise des procédures sur le terrain tout en donnant du sens, à différents degrés, aux acteurs qui y participent, sachant que parfois des actions peuvent être réalisées « hors cadre » pour envisager des objectifs plus vastes, se référant à la politique externe brésilienne. Cette analyse a pour but de mettre en parallèle le discours diplomatique de la PEB et les perceptions des acteurs brésiliens qui intègrent le champ de la coopération technique internationale
