LE CONCEPT D'AGRICULTURE DE TERROIR

When a consumer of standard agricultural products starts to prefer more specific products with various characteristics, there is quality uncertainty. The economics of uncertain product quality has become unavoidable for agricultural products « de terroir » (APTs) because they are subject to adverse selection. A certrain guarantee of quality can created on the basis of the characteristics of a good (research, experiments, confidence) which enables the quality uncertainty to be removed thus making the market more efficient. An,other approach, often applied to APTs is based on the economics of conventions where quality is a social construct. However, the area left open by external quality lends itself to yet another approach. On the basis of recent work in regional economics, a concept of agriculture « de terroir » emerges.A normative concept : the territorial system is baszed on the properties of the non-transportability of the territorial organisation, the removal of quality uncertainty and the relationship with original « terroir ». There is domination of the regulation-type information which are developed by this system. Norms, through information, determine theinternal quality of APTs, and « appelations controlees » (AOCs) or AOPs can obtain the status of collective goods;An extended concept : the territorial system also has the properties of the normative concept. But in this case, the norm is no longer in relation to the definition of the internal quality of APTs from this territorial organisation, and depends external quality. This involves treating each product of this « terroir » as being different on the basis of intrinsic (nutrional, taste, smell,..) while at the same time they all have the same identity on the basis of external quality. Regulation-type information emanates from actors who use and develop the image of their « terroir ». The latter acquires the status of a collective good, because it is adopted by all of the producers and the consumer of TAP considered this « terroir » as a right information to define the quality of the good. With the introduction of the patrimonial dimension, the « terroir » can delimited the quality of the TAP.Lorsqu'un consommateur de produits agricoles standardisés va préférer un produit plus spécifique de qualités multiples (goût, forme, origine), il y a incertitude qualitative. L'économie des produits de qualité incertaine devient incontournable pour les produits agricoles de terroir (PAT) car sont sensibles à la sélection adverse. En rapport avec les caractéristiques d'un bien (recherche, expérience et confiance), peut être créée une garantie sur la qualité qui permet de lever l'incertitude qualitative et rendre le marché plus efficace selon l'économie industrielle. L'autre approche, usuelle pour les PAT, vient de l'économie des conventions où la qualité est une construction sociale. Cependant, le champ laissé libre de la qualité externe ouvre une autre voie. Grâce aux nouvelles approches de l'économie régionale, on aboutit au concept d'agriculture de terroir.Le concept normatif : le système territorial s'organise autour des propriétés de non-transportabilité de l'organisation territoriale, de levée de l'incertitude qualitative et de lien avec le terroir d'origine. Il y a domination des informations de type régulation qui sont véhiculées dans le système. La norme, par l'information, détermine la qualité interne des PAT et l'AOC ou l'AOP peuvent avoir à certains égards, le statut de bien collectif ;Le concept élargi : le système territorial a également les propriétés du concept normatif. Mais dans ce cas, la norme n'est plus relative à la définition de la qualité interne des PAT issue de cette organisation territoriale, elle va reposer sur la qualité externe. Cela revient à considérer chaque produit de ce territoire comme différent sur le plan qualitatif (nutritionnel, organoleptique, etc.) alors qu'ils vont avoir une identification unique sur la base de la qualité externe. L'information de type régulation est issue des acteurs qui vont déployer l'image symbole du terroir patrimonial. Ce dernier acquiert le statut de bien collectif, car il est approprié par tous les producteurs et tend à être considéré, par le consommateur de PAT, comme une bonne information gage d'une définition fiable de la qualité. En accédant à cet environnement très complexe que nous avons défini sous le terme de terroir patrimonial, l'espace vient compléter l'insuffisante définition de la qualité du produit tirée du terroir naturel et social
