Initiating necessary change in a modern library environment is quite a difficult task when faced with constantly-evolving technology, limited resources, and low budgets. This paper discusses Virginia Tech’s approach to successful e-resource management when faced with a multitude of challenges. The long-term goal is the development of a proactive information delivery eco-system that will allow staff to anticipate the information and data needs of a single user or user population based on previous experiences, behaviors, and trends and deliver relevant products and services quickly and capably.
