This paper examines how the unorganized or unincorporated areas of Northern Ontario pose difficulties for the provincial government based on a discussion of the steps the province has taken to compensate for the lack of local government and the problems that occur with respect to these provincial initiatives. The findings reveal that unorganized areas present a considerable burden on the Ontario government with respect to service provision, taxes, planning, and democracy
