This report is the product ofa policy research project conducted in the 1997-98 academic year with funding from the Texas Department of Transportation, in cooperation with the Federal Highway Administration ofthe U.S. Department of Transportation. The study is part of a two-year project coordinated by the LBJ School and UT Austin Center for Transportation Research to investigate governmental multimodal/intermodal transport policies, plans, and programs in the United States, Western Europe, and Latin America.Public Affair
