During 1994-1995, students in the Policy Research Project on Texas State Debt Management analyzed the state's debt policies and procedures. The students examined the legislative process for making debt decisions, the debt issuance process, and the state's formal and informal policies related to debt management. Based on this research, the students developed recommendations as to how the state might be able to improve its debt management. This project was sponsored by the Texas Bond Review Board; however, the findings do not necessarily represent the view ofthe Board.Public Affair
