This study focuses on the aid policy pursued by the Netherlands in Central and Eastern Europe. It analyses the policymaking process, including the role of those policymakers and departments most involved in this process, their view on the transformation and aid problem and the obstacles to a successful policy. The formulation and development of aid programmes for countries in transformation is analysed using four themes; the scientific debate on transformation, the international perspective on aid, the Netherlands' wealth of experience with development aid, and the specific Eastern European context of Dutch policy. ...
