Mass incarceration is primarily caused by harsh sentencing policies. But another contributing factor is the recidivism of parolees. There are several definitions of recidivism including relapse into behaviors associated with crime (technical violations), or committing crime. Criminal Justice agencies are organizations whose behavior may be better understood by looking at organizational theory.
