Postgraduate students' choice of university, and related mobility issues, have been of interest to Australian university researchers, supervisors and administrators for some time. However, with the release of the Commonwealth Government's 1999 Green Paper on research and research training, which proposes greater portability of research student funding, a sense of urgency regarding these issues has developed.
