Two optimization models are formulated based on different objectives for assisting the irrigation planner in making decision on agricultural planning during drought year. The sensitive degree of water shortage area in the irrigation project are classified by those models. They are solved by simplex method. Firstly, the Two-phase method is applied to analyze the artificial variables in the formulated model. Then, the formulated model is modified after getting rid of the artificial variables to obtain the feasible solution. The agricultural planning is planned by considering the classified area with social equity and economic improvement.
