Country Program Evaluation: Argentina (1990-2002)

This assessment of the Bank's program with Argentina covers the period 1990-2002. The aim of this Report (RE-299) is to evaluate the various aspects of the Bank's relationship with Argentina, in order to learn from the experience, improve dialogue and enhance the Bank's contribution to development. This relationship is analyzed from four perspectives: 1) Development problems are identified at the beginning of the period; 2) Bank programming is analyzed from the standpoint of its relevance to development challenges, the consistency of its instruments and its effectiveness in achieving outcomes; 3) Portfolio execution and monitoring are examined; 4) The outcomes achieved both by projects and by the Bank's program are analyzed, and then compared with reports produced by Bank management.
