Evaluasi Respon Partai Politik Terhadap Pemenuhan Kuota 30% Keterwakilan Perempuan dalam Pencalonan Anggota Legislatif pada Pemilu 2009 di Surakarta

This research aims to evaluate the political party’s respon in Surakarta to fulfillment of 30% quota of women representativeness in the legislative member recruitment in 2009 general election and evaluates whether there is or not gender inequality within the political parties, viewed from access, role, control and benefit factors. The researchis an evaluative study, exactly using the single program after only design. The sampling technique employed was purposive sampling namely four political parties having differences in the characteristics and study aspects. In addition the sample was taken based on the percentage fulfillment of 30% quota of women representativeness in the legislative member recruitment in Surakarta 2009 general election corresponding to the pre-survey data the researcher had obtained from Surakarta KPUD. This study was done in the Partai Demokrasi Indonesia-Perjuangan (PDI-P), Partai Golongan Karya (Partai Golkar), Partai Persatuan Pembangunan (PPP), and Partai Keadilan Sejahera (PKS). Through theresearch, it can be concluded that: 1) politic parties give response to the percentage fulfillment of 30% quota of women representativeness in the recruitment of legislative member in the 2009 general elections. Basically, both of the nationalist and Islamic parties havedone zipper system, base on the regulation number 10 years2008. 2) There is still gender equality in politic parties. It can be seen from the analysis of inquality gender as follows: generally, in the analysis of inquality gender in politic paties, both of nationalist and Islamic partiesfacilitate the access for everyone to enter into the world of politics; do not restrict the feedom of partiticipation for the members; in making decision, both of nationalist and Islamic parties do not consider the gender difference but they see the competencies of the individuals; the benefit that can be obtained in politics has not been distributed evenly by the men and women, because the women has not participated in the politics as fully as the men. The recommendation the writer can give includes: 1) the affirmative policy should be made firmer to mitigate the gap existing, the political parties should improve their training program or political education to improve the potential legislative members’ quality and capability both for men and women. Particularly for the female potential members to grow their self-confidence about the competency they have; 2) the government, especially the political parties should increase the socialization of the importance of women representativeness in the politics in order to accommodate the society’s aspiration so that there is equality between the men and the women
