STRATEGI PENGEMBANGAN SEKTOR PERTANIAN DI KABUPATEN PACITAN DENGAN MENGGUNAKAN PENDEKATAN ANALISIS TIPOLOGI KLASSEN

Agricultural sector represent the economics sector giving biggest contribution inPacitan Regency. But, the agricultural sector contribution downhill progressively every year. Others, agricultural sector own the slowest growth rate compared toother economics sector. Both the things this causing agricultural sector in Pacitan Regency become less experience of the progress compared to other economics sector. Therefore, to increase existenceand role of agricultural sector in Pacitan Regency require to be anticipated by the existence of change that happened. Despitefully, need the existence development strategy of agricultural sector in Pacitan Regency, good to short range, intermediate range, and also long range. For that, need the existence of research about development strategy of agricultural sector in Pacitan Regency with Klassen Typology analysis approach. This research have a purpose to know classificationof agricultural sector and other economics sector in Pacitan Regency, knowing klasifikasi of agricultural sub sector in Pacitan Regency, and also know the development strategy of agricultural sector in Pacitan Regency. Basic method used in this research is descriptive method. Research area taken intentionallythe (purposive), that is Pacitan Regency. Data Type used was secondary data obtained from Statistics Office (BPS) of Pacitan Regency, Planning and Development Comitteeof Area (BAPPEDA) of Pacitan Regency, and On Duty Agriculture of Pacitan Regency. Data appliedin the form of Gross Regional Domestic Product (GRDP) of Pacitan Regency 2003-2007 On The Basis Of ConstantPrice 2000, Pacitan in Number 2008, Gross Regional Domestic Product (PDRB) Province ofEast Java 2003-2007 On The Basis Of Constant Price 2000, Profile of Food Crop and Farmof Pacitan Regency 2008, Profile On Duty Forestry and Plantation of Pacitan Regency2009, and Profile On Duty Oceaninc and Fishery of Pacitan Regency 2008. Research result of indicate that the classificationof agricultural sector and other economics sector in Pacitan Regency based on Klassen Typology were: (a) primesectors there weremining and excavatingsector; industrialprocessing sector; electrics, clean water and gassector; building/constructionsector; commercial, hotel and restaurantsector; service sector; (b) potentialssector there wereagricultural sector; transportation and communicationssector; financial, rental and company servicesector. Classificationof agricultural sub sector in Pacitan Regency based on Klassen Typology were: (a) prime sub sectors there wereplantation sub sector and fishery subsector; (b) potentialsubsectors there werefood-stuff crop sub sector and farming sub sector; (c) growth sub sector there wasthe forestrysubsector. Development strategy of agricultural sector inRegency Pacitan consisted by the strategy short range that is exploiting xv prime agricultural sub sector (plantation sub sector and fishery sub sector) as optimal as possible to increase regional income of Pacitan Regency and strive the primeagricultural sub sector so that remain to be primeby maintaining growth rate and contribution ofsubsector to GRDPof PacitanRegencyin order not to be downhill, its strategy that is by: sub sector of plantation in the form of pre-eminent seed use, tuition of plantation product marketing, and dissemination of market information; fishery sub sector in the form subsidy of fish foodto small businessman, gift of alternative food, make-up of purchasing power society, interest free loan gift to farmer/fisherman; striving potential agricultural sub sector (food-stuff crop sub sectorand farming sub sector) in order to become the primeagricultural sub sector, its strategy that is by improvingitsgrowth rate of sub sector by: cropfood-stuff sub sectorin the form of product increase, subsidize the manure to small businessman, to develop/repair ofirrigation channel; farming subsector in the form of product increase farm, make-up of purchasing power society, and development of livestock greenfood. For the strategy of intermediate rangethat is strive the agricultural sub sector expand the (forestry subsector) becoming potential agricultural subsector, its strategy that is by improvingitscontribution of subsector to GRDP of Pacitan Regency by: product increase, deforestation regularly, reboisation, and rehabilitate the critical farm. For the strategy of long range first alternative isto develop primeagricultural sub sector (plantation sub sector and fishery subsector), its strategy that is maintain the growth rate and contribution of sub sector to GRDPof Pacitan Regencyin order not to bedownhill by: rehabilitating farm fertility of through organic manure applying movement, cultivation of mangrove tree around coast, making terumbu compose, make-up resource of farmer and extension agent. Second alternative is to develop potential agricultural subsector (food-stuff crop sub sector and farming subsector) in order to become the primeagricultural sub sector, its strategy that is improving itsgrowth rate of subsector by: exploiting of waste of food-stuff crop for the foodof livestock and livestock waste as manure for the food-stuff crop, make-up resource of farmer and extension agent, area stipulating as pre-eminent commodity producer
