STRATEGI DINAS KESEJAHTERAAN RAKYAT  PEMBERDAYAAN PEREMPUAN DAN KELUARGA  BERENCANA (DKRPP&KB) DALAM MENCEGAH  PENYIMPANGAN DANA BANTUAN LANGSUNG TUNAI (BLT)  2008 DI KOTA SURAKARTA

The increase price of fuels followed by the increased of price daily needs product and service affects directly the decreased purchasing power of majority society, particularly the poor family. The Fuel Subsidy Reduction Compensation Program (PKPS­BBM) in the form Unconditonal Cash Transfer (BLT) without any condition for the poor family is the governmental policy related to the society’s social protection amid the increased price of requirement product and service. The legal foundation is The President Instruction No. 3 of 2008. The BLT fund distribution colored by any deviation requires the Surakarta City’s DKRPP&KB as the implementing agent of the city level program to minimize such deviation. This research has aim to find out the strategy of DKRPP&KB in preventing the 2008 BLT Fund misusage in Surakarta City. The research method employed was a descriptive qualitative. The sampling technique used was purposive sampling. Techniques of collecting data used were observation, interview, and documentation. For testing the validity of the data, the researcher uses data triangulation. In order to examine the data validity, the data triangulation was used.technique of analyzing data employed was an interactive model sonsisting of data reduction, display, and conclusion drawing. The result of this research shows that the strategies which are use by the Surakarta City’s DKRPP&KB in preventing the deviation of the 2008 BLT fund in Surakarta are (1) socialization level by level to the low level before the realization of BLT Program; (2) optimalization in monitoring in order to know as soon as possible the problem which appears in the realization of BLT Program; (3) to prevent the cutting fund by local officer, the Surakarta City’s DKRPP&KB cooperates with post office so that in the payment process BLT fund is taken by RTS which has the right to accept by fulfilling the requirement; (4) to anticipate the citizens who complain because they do not get BLT fund, the Surakarta City’s DKRPP&KB ask the BPS officer to attend the payment process. The next strategy is, which later on the result is reported level by level to central government. This is done in order not to make the same mistake for the next other program which will don
