PERKEMBANGAN PERKOTAAN DI PRAJA MANGKUNEGARAN ( STUDI TENTANG KEBIJAKAN MANGKUNEGORO VII , 1916 – 1944 )

The purpose of this research was to describe: (1) Development of the city of Mangkunegaran 1916-1944, (2) Layout of the city of Mangkunegaran 1916-1944. The purpose of the research, was historical method with the heuristic step, critical, interpretation, and historiography. The data of the study were primary sources and secondary sources. Collecting data technique was by literature studies. The technical analysis data was historical analysis, by conducting internal and external criticism. Based on this research, it can be concluded that: (1) Financial condition Praja Mangkunegaran which gradually improved and the surplus is pushed Mangkunegoro VII to perform the allocation of funds for development, especially in Praja Mangkunegaran. Development carried out in the field of education, irrigation, agriculture, urban infrastructure construction. Since the early twentieth century in Praja Mangkunegaran has done a series of reforms in the areas of government policy. Although all Mangkunagoro policy and its implementation in the field is not free from the supervision of the Dutch colonial government. Renewal in various fields, especially the urban development of facilities for Mangkunagoro VII is seen as a requirement that can not be put off again, for the development of the world requires people to follow the times. In the reign of Mangkunegoro VII for 28 years (1916-1944) occurred toward the development of modernization in education, transportation, urban infrastructure, and irrigation, (2) Cultural and philosophical outlook on life and the concept of Java is evident in every policy taken Mangkunegoro VII in development in Praja Mangkunegaran. Surakarta has the dualism in his hometown of spatial concepts. First as a center of power of Mataram apply the concept of Javanese cosmology, while the city since its foundation has received intervention by foreign powers, the city is also applying the concept of the colonial city. The concept of "civic center" has been applied in urban areas Mangkunegaran. In this concept of constitutional government headquarters of the municipal complex located in one region. Construction of facilities, infrastructure and office buildings were also constructed in Praja Mangkunegaran
