PERSEPSI DAN PERILAKU PEMILIH TERHADAP PARTISIPASI POLITIK DALAM PEMILIHAN UMUM LEGISLATIF 2004 DI KABUPATEN NGANJUK

The purpose of this research is to know the voters’ perception in the 2004 legislative general election, used opened sheet proportional system, behavior and their participation. The method that is used in this research is descriptive qualitative research using inductive approach by using primary and secondary data which is collected by detail interview. Information sources consist of the job, education background, religion, sex, and age of the voters. The sample is got by using purpose sampling. The data validity is used triangulation method and theory. The data analysis is done simultaneously when the data collection is carried out. This research is reflective research because it is the picture of the 2004 general election. The result of the research shows that the voters’ perception to the 2004 legislative general election is to choose the politic party and the members of the house of the representative directly, that is assumed to be able to represent the public need that has chosen them. In general the voters’ behavior is agreed to the legislative general election, but some of them are disagreed. Generally, the public said that the 2004 general election ran well, even though the system is confusing and complicated. The voters’ behavior toward the general election is they votes based on their own belief. Some of them don’t vote because they don’t be told or don’t want to know, don’t be registered on the voter list, being passive, and don’t know the advantages of the general election. They choose the party and the candidate because they only follow, because of the personal boundaries, religion organization, the candidate origin and culture. Some of them choose the party because they believe the party. The public participation in the general election is low. They participate because they want to make the election run well. Their political participation for example; following the campaign, being a voters, and following the vote counting and being the election organizer; as PPK, PPS, and KPPS. The campaign is followed by the party fanatic, the party member, the party structure organization, and the legislative candidates. Public generally don’t involve in the campaign because they don’t have direct interest. Most of the people have voted because they are good citizen, they want to give their politic aspiration, they know the party programme, and the legislative candidates. Some of the voters have participated in the counting process because they have direct interest , on the other 17 hand when they don’t participate because they don’t have direct interest and don’t vote. The voters’ classification that is based on the job, education background, and age has direct influences to the voters’ perception, behavior and their political participation. The most dominant aspect that is influenced is the voters’ political participation. The voters’ age background gives less influence. The most important factors is the voters awareness to behave and participate in politics. There is correlation among the voters perception, behavior and the political participation, in which the better perception toward general election make the voters behavior be better then their political participation will also be better. . The people empowerment toward the voters’ behavior in the general election has significant influence. The voters’ behavior that relates to the people behavior, which is built well will influence the political participation in general election. General election without the people empowerment to participate actively will make the politic education will not develop. Furthermore, it will influence the quality of the general election and the democratic process in Indonesia
