Scholarly communication has long been an international endeavour, and the problems facing it are international in scope. No country is immune from the information gap between what researchers need to access and what libraries can purchase (or, increasingly, license). Similarly, any solutions to the problems (in particular the “serials crisis”) will need to be international. However, within this international environment there exist many regional variations.
