The concept of Quality Management System (QMS) is relatively new in the construction industry in Malaysia. It is however already existed since 1994 when in view of its importance to manage quality within this sector, the Government embarked on promoting the QMS to the construction organizations. QMS is defined as “all activities of the overall management function that determine the quality policy, objectives and responsibilities, and implement them by means such as quality planning, quality control, quality assurance and quality improvement within the quality system” [1].
