ANALISIS MANFAAT SUMBER DAYA HUTAN DAN EKOSISTEMNYA SEBAGAI PENGATUR TATA AIR (FUNGSI HIDROLOGIS) PADA KAWASAN LINDUNG DAERAH ALIRAN SUNGAI (DAS) SAMIN DI KABUPATEN KARANGANYAR

The advantage of forest resource, which was extremely important in it's function as a system of life, was forest as water system regulator. In hydrology tide, forest perform its role as a natural reservoir that intercepts and retains rainwater (precipitation) to be continuously distributed through springs, rivers, or underground water, so that it can support the process of life. Forest region wich located on the upper course of Samin catchment area (Kabupaten Karanganyar) was a preserved region that has an important role in regulating the water system. Hence its advantage was needed to be quantified in order to give a reference to the are usage system, region exploitation, and operation. Water potential produced by the forest region on the upper course of Samin catchment was a resource, which remains difficult to be valued by market system. In order to know the advantages of the fore& in its function as water system regulator, a research method with water demand curve, water supplying cost, and willingness to pay approaches from the household and farming sector as the most water user. Based on the result of analysis on water potential, it was seen that the water resulted from the forest region was approximately 834 million m3/year, bigger than it had been assumed for household and farming necessities of 465 million m3/year. The advantage value of forest resources on this upper course of Samin catchment area, was 42,891 billion/year, including the household of Rp 18,982 billion/year and farming Rp 23,908 billion/year. From the result of this research, it was known that the value of the forest region on the upper course of Samin catchment area as the water system regulator was of Rp 11.830.650,-/ha/year. The social economics advantage resulted by the forest for household and farming sector was so big. To maintain those advantages functioned as water system regulator, so that the water existence will not be a traded commercial thing, the forest existence should be maintained and kept. Manfaat sumber daya hutan yang sangat penting dalam fungsinya sebagai sistem penyangga kehidupan adalah manfaat hutan sebagai pengatur tata air. Dalam siklus hidrologi, hutan menjalankan peran sebagai reservoir alami yang menangkap dan menampung air hujan (presipitasi) untuk disalurkan secara berkesinambungan melalui sumber mata air, sungai atau air bawah tanah sehingga bisa mendukung proses kehidupan. Kawasan hutan yang ada di hulu DAS Samin (Kab. Karanganyar) merupakan kawasan lindung yang memiliki peran penting sebagai pengatur tata air, sehingga perlu dikuantifikasi manfaatnya untuk memberi referensi dalam tata guna lahan, pemanfaatan dan pengelolaan kawasan Potensi air yang dihasilkan kawasan hutan di hulu DAS Samin merupakan sumber daya yang masih sulit dinilai oleh sistem pasar. Untuk dapat mengetahui manfaat hutan di hulu DAS Samin dalam fungsinya sebagai pengatur tata air, dikembangkan metode penelitian dengan menggunakan pendekatan kurva permintaan air, biaya pengadaan air dan kesediaan membayar (willingness to pay) dari sektor rumah tangga dan pertanian sebagai pengguna air terbesar. Berdasarkan hasil analisis terhadap potensi air menunjukkan bahwa hasil air dari kawasan hutan di hulu DAS Samin diperkirakan sebesar 834 juta m3/tahun, lebih besar dari pendugaan terhadap kebutuhan air untuk rumah tangga dan pertanian sebesar 465 juta m3/tahun. Nilai manfaat sumber daya hutan di hulu DAS Samin, sebagai surplus konsumen yang dinikmati rumah tangga dan pertanian di DAS Samin adalah sebesar Rp 42,891 milyar/tahun, meliputi manfaat yang dinikmati rumah tangga sebesar Rp 18,982 milyar/tahun dan manfaat yang dinikmati petani sebesar Rp 23,908 'milyar/tahun. Dan hasil penelitian ini dapat diketahui bahwa nilai manfaat hutan di hulu DAS Samin sebagai pengatur tata air adalah sebesar Rp 11.830.650,-/ha/tahun. Manfaat ekonomi sosial yang dihasilkan hutan di hulu DAS Samin bagi sektor rumah tangga dan pertanian sangat besar Untuk mempertahankan manfaat ekonomi sosial hutan di DAS Samin yang berfungsi sebagai pengatur tata air, sehingga air tidak menjadi barang komersial yang diperdagangkan, maka keberadaan hutan harus dipertahankan dan dijaga kelestariannya untuk menjaga berbagai fungsi penting yang dihasilkannya.
