FAKTOR-FAKTOR YANG MEMPENGARUHI PEMANFAATAN AIR BAWAH TANAH PADA PERUMAHAN PURI ANJASMORO SEMARANG

Ground water is the most commonly water used by the community to full fill their needs of water supply. Over exploited ground water may affect the reduction of it source for the next generation, also causing environmental disorder such as land subsidence, rob and flood. Puri Anjasmoro is housing complex in West Semarang, where most residents use ground water as source of water supply. Although the Local Drinking Water company (PDAM) has serve the area since 1992, the consumers only cover 23,39 % of the total household. Based on that fenomena, it is necessary to know what factors, which influence the community to use the ground water instead of water supplied by PDAM. Based on the theoritical studies and case occurring during field observation, the estimated factor that related to the fact discribed above are: the need of clean water demand based on the use; PDAM services factor quality, quantity, continuity and charge; and the last factor is the Government policy of ground water usage. The respondents were the residents of Puri Anjasmoro, who are selected by a level based on these criteria: the width of their building: large, medium and small and bussiness activity they run in their house. Total respondent on each level proportionally counted based on each level percentage and randomly selected. The data is analyzed by using a multiple regression, where all related variables are analyzed and tasted simultaneouslly and partially. All variables are tested including the variable that has an significant correlation into a single regression equation, this was performed since all variables is assumed to be important and need a little attention to the effort of controlling the use of ground water resources, especially in Puri Anjasmoro housing Semarang. Of 10 (ten) variables are the usage of clean water; quality quantity, continuity and charge of PDAM water supply; quality, quantity, charge and the way to ocquired the ground water source; and although the Government policy of water usage, all variables are stimultaniously realted to the use of ground water in Puri Anjasmoro. The stronghest related variable is the continuity of water supply from PDAM. Partially, the related factors are the services of PDAM provide which are: continuity, quantity and the charge of the water; availability of ground water on it's quantity, how to acquired ground water and the total cost expend. Base on the observation result, measures that should be performed most is PDAM has to improve their services, especially in guaranteeing the continuity of it supply. Also the quantity and rate that customer should pay, have to be reconsidered. From the point of view, the availability of ground water resources, it is necessary to perform an effort to regulate the exploitation of ground water, especially for household uses, by control and supervising consistently and straighten up the developer in exploitation the ground water sources. By performing those efforts, the negative effect of exploitation can be prevented even reserved for the next generation in good quantity and quality, and the risk of environmental deregulation can be reduced for not impede Pemanfaatan air bawah lunch merupakan pilihan yang paling banyak diminati oleh masyarakat untuk memenuhi kebutuhan air bersihnya. Pemanfaatan air bawah tanah yang melebihi potensinya dapat berpengaruh terhadap berkurangnya cadangan air bawah tanah bagi generasi yang akan datang, serta dapat mengalcibatkan terjadinya kerusalcan lingkungan yaitu terjadinya amblesan tanah atau land subsidence, rob dan banjir. Puri Anjasmoro adalah sebuah perumahan yang penduduknya sebagian besar memanfaatkan air bawah tanah sebagai sumber air bersihnya. Walaupun PDAM sudah melayani kebutuhan air bersih sejak tahun 1992, namun penduduk yang berminat untuk berlangganan masih sedikit, sampai dengan tahun 2001 baru mencapai 23,39 % dari jumlah k,eluarga yang ada di Perumahan Puri Anjasmoro. Berdasarkan pada fenomena di atas, perlu diketahui faktor-faktor yang mempengaruhi pemanfaatan air bawah tanah di Perumahan Puri Anjasmoro. Berdasar kajian teori yang dilakukan serta jenomena yang ada di lapangan, faktor yang diduga berpengaruh adalah faktor kebutuhan air bersih ditinjau dari pemanfaatannya; faktor pelayanan PDAM terdiri dari kualitas, kuantitas, kontinuitas serta tarif air PDAM; faktor ketersediaan air bawah tanah terdiri dari: kuantitas, kualitas, biaya pemanfaatan dan cara memperoleh air bawah tanah serta faktor kebijakan pemerintah. Responden adalah penduduk Perumahan Puri Anjasmoro, yang dipilih sesuai strata atau tingkatan yang ditentukan berdasarkan luas bangunan dan kegiatan usaha yang dilakukan di rumah penduduk Jumlah responden tiap strata dihitung secara proporsional berdasar jumlah persentase masing¬masing strata dan dipilih secara acak. Metode analisis yang digunakan adalah analisis regresi berganda, dimana semua variabel yang diduga berpengaruh terhadap pemanfaatan air bawah tanah di analisis dan diuji pengaruhnya baik secara bersama-sama maupun secara parsial. Dianalisisnya semua variabel, tanpa menyisihkan variabel yang korelasinya tidak signifikan ke dalam suatu persamaam regresi adalah karena semua variabel dianggap penfing dan perlu mendapat perhatian dalam upaya pengendalian pemanfaatan air bawah tanah, utamanya di Perumahan Puri Anjasmoro Semarang. Dari 10 (sepuluh) variabel yang dianalisis, yaitu pemanfaatan air bersih; kualitas air PDAM; kuanfitas air PDAM; tarif PDAM; kualitas air bawah tanah; kuantitas air bawah tanah; cara memperoleh air bawah tanah; biaya pemanfaatan air bawah tanah serta kebijakan pemerintah, ternyata secara bersama sama semua berpengaruh terhadap pemanfaatan air bawah tanah pada Perumahan Puri, Anjasmoro. Variabel yang paling besar pengaruhnya adalah kontinuitas air PDAM: Secara parsial faktor yang berpengaruh adalah faktor pelayanan PDAM pada variabel: kontinuitas, kuantitas dan tarif air PDAM; faktor ketersediaan air bawah tanah pada variabel kuantitas, cara memperoleh dan biaya pemanfaatan air bawah tanah. Berdasarkan hash penelitian tersebut di atas, maka rekomendasi yang diusulkan adalah peningkatan pelayanan PDAM terutama dalam hal menjamin kontinuitas aliran air PDAM. Selain itu kuantitas dan tarif PDAM juga perlu diperhatikan dalam peningkatan pelayanan PDAM di Perumahan Puri Anjasmoro. Dan sisi ketersediaan air bawah tanah, perlu dilakukan penertiban terhadap pemanfaatannya, terutama untuk keperluan ruinah tangga, dengan jalan melakukan pengawasan dan pengendalian secara benar dan konsekuen serta penertiban kepada pengembang dalam pemanfaatan air bawah tanah agar sesuai dengan ketentuan yang berlaku
