ANALISIS KEUNTUNGAN USAHATANI TEMBAKAU RAKYAT DAN EFISIENSI EKONOMI RELATIF MENURUT SKALA LUAS LAHAN GARAPAN (Studi Kasus di Kecamatan Gemuh Kabupaten Kendal)

Kendal regency is the second centre of the traditional tobacco producer in Central Java and it's been developing since the ancient time. Being the traditional plant, tobacco will dominate the fanning productions when the dry season comes. Nevertheless, while the tobacco land was greatly extending, the productivity tended to decrease from 1999 to 2004. In the other side, the tobacco price is unpredictable while the price of material production always grows up. The aim of this research is to know the influence of the variable input toward profit level, production scale condition and the comparison of the relative economy efficiency level based on the land width scale in Gemuh district of Kendal regency. The data used in this research is the primer one gained from direct interviews. The research was done from March to June 2005. The analysis model used is the Cobb- Douglas profit function with the short term analysis based on the Zellner's SUR simultaneous prediction method. The result shows that the traditional tobacco agribusiness in the studied regency hasn't given the maximum profit for the producer. If partially analyzed, the use of each variable inputs of labour, seed and pesticide is not as optimal as the 10 % mistake degrees ( a = 0.10) although the fertilizer variable remains optimal. The variable inputs of labour wage, fertilizer and the fixed input of the land width have the real influence to the profit gain while the variable inputs of seed, pesticide and the fixed input of the tool have the unreal . Return to scale of the traditional tobacco agribusiness in the researched area is increasing returns to scale. Therefore, it is possible to increase the production by enhancing the technique of production and increasing business management improvement From the analysis of relative economy efficiency, it is apparently proved that there is the difference between the small and big farmers. The small who cultivates the land of 0.5 ha. From the estimation of the input demand function and the output supplied function it is known that the input demand of the labour and pesticide is inelastic to the profit, while the demand of seed and fertilizer is elastic to the profit. And the tobacco product supplied is elastic to the profit change. Key words : The Traditional Tobacco Agribusiness, Maximum Profit, Returns to Scale, The Relative Economy Efficiency, Cobb-Douglas Profit Function Kabupaten Kendal merupakan daerah sentra kedua penghasil tembakau rakyat di Jawa Tengah, dan sudah berkembang sejak nenek moyang. Sebagai tanaman tradisional dapat dipastikan ketika musim kemarau tiba tanaman tembakau mendominasi tanaman pertanian lainnya. Dilihat dari tahun 1999-2004 produktivitas cenderung menurun sedang pengembangan areal tembakau rakyat mengalami peningkatan yang besar. Disisi lain kondisi harga tembakau tidak menentu sedangkan harga-harga sarana produksi selalu naik. Penelitian ini bertujuan untuk mengetahui pengaruh input variabel terhadap tingkat keuntungan, kondisi skala usaha dan perbandingan tingkat efisiensi ekonomi relatif berdasarkan skala bias lahan garapan di Kecamatan Gemuh Kabupaten Kendal. Adapun data yang digunakan adalah data primer yang diperoleh dengan wawancara langsung. Penelitrian dilakukan pada bulan Maret — Juni 2005. Model analisis yang digunakan adalah fungsi keuntungan Cobb-Douglas dengan analisis jangka pendek berdasarkan metode pendugaan simultan Zellner s SUR . Hasil penelitian menunujukan bahwa usahatani tembakau rakyat didaerah penelitian belum memberikan tingkat keuntungan maksimum pada produsen. Apabila dianalisis secara parsial temyata penggunaan masing-masing input variabel tenaga kerja ,bibit dan pestisida belum belum optimal pada derajat kesalahan 10% (a = 0,10) sedangkan variabel pupuk telah optimal. Input variabel upah tenagakerja, pupuk dan input tetap luas lahan mempunyai pengaruh nyata terhadap tingkat keuntungan , sedangkan input variabel bibit, pestisida dan input tetap peralatan mempunyai pengaruh tidak nyata terhadap tingkat keuntungan. Skala usaha pada usahatani tembakau rakyat didaerah penelitian secara rata- rata berada pada keadaan increasing returns to scale. Oleh karena itu masih dimungkinkan melakukan peningkatan hasil produksi melalui perbaikan teknik produksi usahatani tembakau maupun peningkatan managemen usaha. Dad hasil analisis efisiensi ekonomi relatif temyata terdapat perbedaan antara petani kecil dan petani besar. Petani kecil yang mengelola lahan 0,5 ha . Dad hasil pendugaan fungsi permintaan input dan fungsi penawaran output diketahui bahwa permintaan input tenagakerja dan pestisida inelastis terhadap keuntungan sedangkan permintaan bibit dan pupuk elastis terhadap keuntungan. Sedangkan penawaran produk tembakau elastis terhadap perubahan keuntungan.
