PENYUSUNAN PEDOMAN KEBIJAKAN PENANGANAN KEPENDUDUKAN DALAM KERANGKA PENYELENGGARAAN PEMERINTAHAN UMUM

Citizenship and human resources as one of the integral part of national development obtain special attention aimed to empowering community, grew initiative, creativity and increase communities participation. Also affirmed the importance of the service improvement and community welfare that is getting better, the development of democracy life, justice and equality. An outstanding dynamics of local politics, native issue that often appears on the district head election, the increase of 110 regencies/cities since constitution No. 22 Tahun 1999 declared, citizenship issue that’s dimension wide and vary, the concept variation and the implementation of citizenship policy and unclearly abbreviation and implementation of citizenship and human resource policy therefore it is necessary to hold a role repotition and reactuation once again in the execution of authority on citizenship field. This research tries to provide an alternative abbreviation on the policy taking for above issue. The research was done at 5 sample territories that is Province of Riau, East Java, Makassar, Bali and Nusa Tenggara Timur. The result of this research shown that the implementation of public government within the field of citizenship was held with varied of activities, facilitate, assistance and coordination. On the regencies/cities level, the functions of public government which done varied according to the issue characteristics and settled with casuistics according to the ability of regional budget and the support of central government. Therefore, the authority of public government need to be organize distinctly and clearly for each governmental levels in the unity of Negara Kesatuan Republik Indonesia and the supportive factors, so that there’ll be an clarification that certain in the tacle of citizenship issues that varied in the countryland
