One of the three objectives of Trócaire’s new Governance and Human Rights programme (2011-2014) is “to increase the effective participation of citizens, especially women, the poor and marginalised, in local government decision and policy-making processes.” (Trócaire, 2011b: 11). As a first step towards this objective, this research aimed at investigating the effectiveness of and opportunities for citizen participation within the country’s evolving decentralisation process.
