We characterize and model low-voltage power lines as possible support for high bit rate communication in a branched topology with numerous and variable reflections. Using a simple mathematical model of the cable structure based on the time distribution of the reflections, we model the main properties of power cables. The gathering of extensive laboratory-measured empirical results, allows us to validate the predicted behavior of the medium in the time domain for certain configurations. The planning tool created, anticipates the quality of transmission in a broadband access network of various configurations based on digital power lines
