This study was an experimental project to investigate how educational resources and skills might be organized and applied to major manpower problems at the state and local level with emphasis on the role of the university in the manpower planning activities of the state of Illinois. The report describes the participation of university personnel in efforts to train manpower planning personnel at the state and local level, to develop models for research and analysis on manpower planning and coordination problems, and to assess the problems of joint governmental-university efforts.
