The impact of aging demographics on systems of health care, income supports, and other age-sensitive systems is one of the central themes in American policy making (United States National Institute on Aging, 2007). The trend is global: By 2050, the approximate parity in worldwide proportions of children to older persons is projected to be an imbalanced ratio of three 60+ year olds to each child aged 4 years and younger (Cohen, 2003). The shift in age distributions is historically unprecedented with many as yet unanticipated consequences.
