HE federal government and local governments have grown in recent years, but the expansion of state governments has been most dramatic. Between 1960 and 1972, spending by state governments more than tripled and the number of state government employees nearly doubled (Palmer, 1977:4). Despite these changes, state gov-ernments continue to suffer from a visibility problem, manifested in low levels of public awareness, knowledge, and participation (Jen-nings and Ziegler, 1970; Reeves and Glendening, 1976; Milbrath, 1971).
