Abstract. This paper addresses common assumptions about bilingualism and language acquisition which are relevant to special educators concerned with learn-ing difficulties among minority students. Two opposing assumptions have dominated the policy debate about the effects of bilingual education: the linguistic mismatch and maximum exposure. The former holds that because students cannot learn in a language they do not understand, a home-school language switch will result in academic retardation. According to the maximum exposure assumption, the more exposure minority students receive to English in school the more academic progress they will make.
