Biotechnological innovations, or bio-innovations, which include both conventional techniques as well as new approaches based on recombinant DNA techniques, offer potential benefits to the developing countries and to the poor of Asia. These potentials can only be realized when proper policies and governance mechanisms are in place so that countries and citizens are persuaded that a balanced approach to the technology benefits all while avoiding or mitigating risks that may accompany such innovations. Research activities that result in such effective mechanisms are therefore a priority. Indeed, while some countries in the region have the scientific and technological expertise, they are not likely to benefit from new biological technologies unless they establish the necessary policies and institutions.
