*Public Policy The report presents findings from a study of family-based care for persons with developmental disabilities. The first of four parts introdu'es the problems of family-based care and presents perspectives of parents and of persons with developmental disabilities. Part 2, on responding to the needs of families, includes a review of historical and contemporary responses to disability, a discussion of the development of family support programs, and a summary of a national survey of existing family support programs (with information on the role of the family,: means of service administration, permissible services, and the potential for consolidating resources).
