The problem with which this investigation is concerned is that of providing research on the development of the Coordinating Board, Texas College and University System, and to describe the manner in which it presently functions. In order to implement the study, data were obtained by the util-ization of interviews, surveys of newspaper accounts, official minutes and legal documents. Questionnaires were distributed to persons who have served terms on the Coordinating Board and to the presidents of both public and private four-year institutions in the state.
