This paper reports an attempt to develop a comprehensive instrument for the analysis and quantitative measurement of organizational characteristics within elementary and secondary schools. The Structural Properties Questionnaire (SPQ) has under-gone a series of factor solutions as a heuristic approach in applying the Axiomatic Theory of Hage to the measurement of school structure.
