The first part of the paper seeks new possibilities to select the criteria-system of first order network design, studies the circumstances that may indicate that both first and second order designs be realized with the aid of the criterian matrix. The second part of the paper investigates the possibilities of a dynamic fitting on the criterion matrix while strictly adhering to algebraic and geodetic requirements. It also empha-sizes the importance of complex network design from the point of view of establishing the neces-sary isotropy.
