This report describes research on ways to place more C% emphasis on energy conservation in the early stages of Army construction planning. Decisions made then can have substantial effects on the energy use characteristics of the entire project. Conservation strategies are currently con-sidered in the late design stages, where they can be useful, but the cleverest design details cannot compensate for over-sights that have been frozen in the project specifications.--The report makes suggestions for incorporating energy issues in the current Military Construction, Army (MCA) process (in Department of Defense [DD] Form 1391, [Department of the Army (DA) Forms 5020-R and 5021-RJ).
